Description
Consulting firm is required for conducting a technical feasibility studies of a 30 MW solar power plant in Mopti. The services under this contract will involve developing the Bid Document (DAO) for the recruitment of construction companies. Specifically, it will include: Collecting and analyzing all necessary data for the study, Sizing the components of the plant, including energy storage and integration with existing production sources.Defining the optimal electrical system configuration considering all energy sources.Conducting an economic and financial evaluation of the project, including sensitivity analyses, Conducting a preliminary assessment of environmental and social impacts (EIES), Analyzing project-related risks, Preparing tender documents including Technical Directives and Contract Models for the recruitment of construction companies, in accordance with applicable regulations.
The timeframe for completing the mission is 25 weeks, with services expected to commence in July 2024.
The evaluation criteria and scoring for selecting a firm for the development of technical feasibility studies of solar power plants are as follows:
Firstly, the general qualification of the firm holds substantial weight, accounting for 85 points. This includes assessing the overall competence, expertise, and reputation of the firm.
Secondly, the year of establishment of the firm is a factor, though the specific points allocated are not mentioned.
Thirdly, the firm's experience in developing technical feasibility studies of solar power plants is crucial. To obtain the maximum points in this criterion, the consultant must present evidence of executing at least 5 technical feasibility studies of solar power plants. Each completed study counts for 15 points, thus totaling up to 75 points if all five are provided.
Fourthly, the firm's experience in Mali is evaluated, worth 15 points. To attain full points, the firm must have conducted technical feasibility studies of at least one solar power plant in Mali.
In total, the evaluation amounts to 100 points. The ranking of candidates will be determined based on these criteria, with the top six firms listed on the shortlist. In the event of a tie, the firm that has conducted the greatest number of technical feasibility studies in Mali will be selected.
