Description
The primary objective of the Consultant's mission is to support the World Bank Energy team in Mali in establishing an ecosystem for the development of Micro, Small, and Medium Enterprises (MSMEs) by fostering partnerships between MSMEs and energy service providers (off-grid solar companies and mini-grid operators), financial institutions, appliance suppliers, and other stakeholders. The Consultant will support the creation of linkages through agricultural value chains and contribute to leveraging synergies among World Bank-financed projects in various sectors, including energy, agriculture, water, finance, and social development. Additionally, the Consultant will assist in coordinating with public sector stakeholders, private sector entities, and development partners to achieve this objective.
The Consultant team must possess the following qualifications, skills, and experiences to effectively carry out the required work:

Exceptional and proven experience and capabilities in rural enterprise development and energy service delivery, along with analytical activities related to design and results analysis.

Demonstrated ability to work effectively with rural enterprises, particularly in the agricultural and water sectors, with a solid understanding of rural finance, credible expertise in assessing rural businesses' electricity needs, and providing engineering, business development, and finance advice.

Operational experience in developing decentralized electricity access initiatives in rural areas, preferably supported by the World Bank or other development partners, with strong knowledge and technical expertise in off-grid electrification, mini-grids, and off-grid solar energy.

Consulting experience with government officials in one or more World Bank client countries on energy access and/or rural development topics, including institutional frameworks, policies and regulations, training and skills development, local and international industrial partnerships, favorable business environments, and productive energy uses.

Fluency in French and English, as well as proficiency in local languages necessary to carry out tasks and a good understanding of the local culture.

In their proposal, the Consultant shall provide the CVs of key team members selected for the mission.

Travel within and outside Mali is anticipated.
